ACTION CARDS
BLUE DECK100+ CARDSYour core strategy. Every Action Card has two sides — one for Government, one for Resistance. Draw it, pick your faction effect, resolve immediately.
"Redistribute Funding" — Steal $1M from any opponent player.
"Community Aid Drive" — Gain 1 Public Support Token immediately.
"Emergency Powers" — Suspend all Resistance actions for 2 turns.
"Truth Broadcast" — Force one state to flip control immediately.
CHAOS CARDS
PURPLE DECK30+ CARDSPure unpredictable insanity. Chaos Cards affect everyone on the board. No vetoing Chaos. No negotiating with Chaos. Chaos simply IS.
"BREAKING NEWS: Every player with 3+ Scandal Tokens must do an apology TikTok — or lose $2M."
"Double Agent Detected: Every player swaps their entire token hand with the player to their left."
"Everything's on Fire: All fortified states lose their fortification markers."
"Tornado Warning: Government and Resistance each lose their most recently gained state."
PROPAGANDA CARDS
BLACK DECK50+ CARDSSatirical fake headlines. Debate-style mini-games. Someone has to convince the table of something absurd. Someone has to perform. The group votes. The loser suffers.
Headline: "Vice President Moonlights as Influencer During Coup" — Convince the table this is perfectly normal governance. 30 seconds.
Headline: "Senator Denies Ownership of 40 Cats Found in Office" — Perform a convincing denial. Cry if necessary.
VETO CARDS
RED-BORDER DECK20+ CARDSYour only line of defense. Play immediately when targeted. Cancel a card effect, block a Scandal, ignore a Public Trial. Use wisely — they are rare.
"Not today, tyranny." — Cancel any card effect or ignore a Public Trial.
"Executive Privilege." — Block one incoming Scandal card completely.
PUBLIC TRIAL CARDS
COURT DECK40 CARDSTriggered when any player reaches 10 Scandal Tokens. The defendant sits silently while another player scans the QR code and reads the charge aloud. Then the dice decide.
Defendant charged with: "Knowingly using Comic Sans in official government communications."
Defendant charged with: "Selling state secrets for a 20% Etsy discount code."
Defendant charged with: "Claiming a military coup as a 'team building exercise'."
HIDDEN OBJECTIVE CARDS
SECRET DECKEvery player holds a secret objective: a personal victory path that can win you the game even when your faction loses. Read it. Trust no one.
THE CHAOS ESCALATION TRACKER
A shared board tracks how many Chaos Cards have been drawn. At key thresholds, escalating events fire automatically — affecting all players, reshaping the board, and making everyone's life significantly worse.
